  - Submission Review: specs verification, resource/asset requirements, cost-benefit analysis, submission approval/disapproval
  - Development Plan: cost-benefit analysis review, review impact analysis, resource/asset allocation, change process scheduling
  - Implementation: change processing, finalized schedules,  revision implementation 
  - Monitoring and Evaluation: milestone, success/issue monitoring and evaluation; change results assessment; process evaluation for future improvements; reporting findings, communicating evaluation to stakeholders and process owners

  * prevent "scoop creep" by sticking to the plan
  * frequent change proposals under same project could be an indication the project wasn't planned well.
